Coverage and deployment
From the State-provided funds (MAD) to the generalised contributory scheme: 21 provinces, 27 entities and 367,047 people covered.
Changes in funding
2011 – 2022: MAD funds
Funding through the State-provided funds (MAD), which showed its limits in terms of equity and sustainability.
February 2025: contributory scheme
Generalised contributory scheme. Impact: accelerated relaunch of MESP’s deployment across the country, benefiting more than about 700,000 teachers (targeted medical coverage).
The General Deployment Policy (PGD)
Designed by the National Commission for Scaling Up (CONAPEC) and approved by the MESP Board of Directors, the PGD is the programmatic and operational compass for deployment in provinces not yet covered.
Deployment commitment
Stemming from the Bibwa meetings in August 2024, MESP’s commitment is to continue deployment in the capitals of provinces not yet covered, thanks to the resources of the contributory scheme. This orientation is an essential step before coverage is gradually extended to the various levels of the education system.

Suspension due to the Ebola virus disease (EVD) epidemic.
Eastern DRC
Despite the precarious security situation, MESP is increasingly working to get closer to its members in the east of the country (Oicha, Lubero, Walikale).
Strategic reading of the results
The contributory scheme should be assessed not only by the number of provinces covered, but also by its ability to deliver effective, sustainable and quality coverage. The main results achieved are:
Wider geographical coverage
More teachers insured
Greater financial predictability
Better monitoring of services
Stronger governance and accountability
Outlook
Deployment
Complete national territorial coverage.
Advanced digitalisation
IT systems for data management, fraud prevention and monitoring of the care pathway.
